Education System; pre-Primary Education is optional and still considered a luxury. Public education Funding policy tools are; UPE, 1997; USE &amp; UPLET, 2007; and University National Merits Sponsorships, District Quota, Loan Scheme &amp; Cost Sharing!<\/span><\/h6>\n<h6><span style=\"color: #000000;\">PLE 2022 Statistics:<em>\u00a0\u201cAn estimated 1.8 million learners joined Primary One (P.1) in 2016, and 7 years later, 1 million children had fallen off the grid with only 832,000 registered for Primary Leaving Examinations (PLE) in 2022; posing a drop-out rate of 56% in 7 school years. This has been the trend in Uganda regardless of how far back you dig\u201d<\/em><\/span><\/h6>\n<h6><span style=\"color: #000000;\"><em>WENET survey, 2023; Mafubira Ward, Jinja City: \u201cAdult Literacy stands at 3 per 5 individuals\u201d<\/em><\/span><\/h6>\n<h6><span style=\"color: #000000;\">Government introduced the Competency &amp; Skills based Learning Curriculum in 2020.
